Correspondence, legislative and budgetary reports, newsletters, minutes, campaign materials, and photographs comprise most of the records. The collection documents the evolution of collective bargaining among white collar professional employees working for the City of New York.

The Civil Service Technical Guild was organized in 1937 as Council 6 of the Civil Service Forum by three engineers, Henry F. Cunningham, William F. Elliot, and George Ellenoff. Their first activity was a protest in Albany against subcontracting--"farming out," and the Buckley Law (1937) repealed a provision in the new New York City charter which required farming out of large projects.
